Twenty-20 Playing Rules

Introduction:

Twenty-20 games are being introduced and will be played first time by member clubs of Edmonton and District Cricket League starting spring 2007. These games will be played during week days, Monday thru Friday as per schedule, during the normal season. The game will be played between two teams of 11 players each with a 12th man as substitute fielder.

1.0 General Rules

All EDCL rules related to code of conduct, discipline are applicable to Twenty-20 week day competitions.

1.1 Length of Game

In normal conditions, each team will play an innings of 20 overs (6 balls per over), as described hereunder.

1.2 If for some reason (eg. Weather) the second innings could not be completed, the game will be considered tied unless 10 overs have been completed. If 10 overs have been completed, the game will be determined on the basis of run rate.

1.3 In the event of a delay due to rain, extreme caution should be taken prior to agreeing on playing a match. A ?reduced overs per side game? may be played with minimum of ten overs per side. However, E&DCL cannot accept any liability for players injured when playing in these wet/damp conditions and captains should be aware of the personal legal ramifications if they consent to play, and an injury results from taking the field.

2.0 Game Start Times

Games will commence no later than 6:00 P.M.

2.1 A team must have seven players 15 minutes before the start of the match; otherwise the opponent team will win the toss. In case a team does not have 7 of its registered players at 6:00 PM, it will automatically forfeit the match.

2.2 Each Innings must be completed in 1 hour and 20 minutes. If the side bowling first fails to complete their quota of 20 overs in the allotted time, they will be penalized 2 overs for every over they fail to bowl. For example:
Team A bowls 18 overs in specified period for the first innings.
They will be penalized (20-18) x 2= 4 overs in their innings. Thus they bat 20-4=16 overs.
The team B bowling 16 over?s have to complete the over?s in 16x4 = 64 minutes. Failure to do so team B will also be penalized in the same manner above. The result of the match will be based on score of the teams in the over?s bowled after considering the penalty.

3.0 Bowlers

Bowlers are limited to 4 over?s in an innings.
Bouncers (a short-pitched ball above shoulder height) only one is permitted an over to the same batman.

4.0 Free Hit

In case of No Ball bowled by a bowler (overstepping the crease), a Free Hit will be awarded to Batsman.
The Batsman will not be out in any form except a runout, as a result of a free hit.

5.0 Field Restrictions

There will be field restrictions during initial six (6) overs in an Innings.

6.0 Balls

Each game will commence with a new ball.

7.0 Ground Preparation

The home team is responsible for preparing the ground i.e. laying and fixing mat, marking boundaries and creases, the away team is responsible for packing it up.

8.0 Team Lists

Both team Captains must provide team lists before the toss to the umpires.

9.0 Captain's Responsibility

Captains will be responsible for the behavior and safety of their team members.

10.0 Players? Conduct

Players are to exhibit best professional behavior on and off the field. All incidents will be addressed by EDCL rules and regulations.

11.0 Abandoned Games

Abandoned games will not be made up. However final decision rests with EDCL Executive.

12.0 Eligibility

In order to be eligible to play Twenty-20 league cricket, players must be in good standing with the EDCL. Players must play with the team that they are registered for Twenty-20 cricket. In case a club enters two teams, both teams will have separate list of players and are not interchangeable.

13.0 Registration of Teams and Players

All teams must submit a list of registered players with good standing to the EDCL prior to the start of the season with a specific name, assigned to them or of their choice. The EDCL Secretary will maintain a current master list of the registered Twenty-20 players for each team.

13.1 All Players must be registered with the EDCL as Twenty-20 league players by written application to the Secretary, no later than 48 hrs prior to the applicant playing in a game.

13.2 The EDCL Executive reserves the right to accept and or cancel a player?s registration.

14.0 A registered player is not allowed to change team during the playing season.

14.1 No guest player or juniors are allowed to represent any team

15.0 Registration and Membership Fees

Each team will be required to pay $450 as a League Annual membership fees at the commencement of the season. This fee covers the maintenance cost of mats and grounds, umpiring fee, the cost of new balls for each game, and any other expenses incurred by the league to run the Twenty-20 competition.

15.1 The EDCL executive committee shall revise or determine the annual fees prior to the commencement of the season, if required so.

16.0 Umpiring/Scoring and Match Reports

16.1 The EDCL executive will prepare umpiring and match schedules.

16.2 Procedure for submitting the stat sheets will be the same as for other League matches.

17.0 Standings


Win     4 points
Tie     2 points
Abandoned    0 points
Loss     0 points

In the event of a forfeited game, the winning team will score 4 points, the losing team zero Points.


18.0 Winner

Week day format of semi finals and final will be followed to determine the Winner.

19.0 Awards

At the end of the season, EDCL will award the winning team at Annual Award Ceremony. This will include Best Batsman, Best Bowler and Best Player of the season.

20.0 Finality of Decision

The finality of decision on the field would be of the Pool Umpire.
E&DCL Playing and Operating Rules shall apply for all other matters. The Executive Committee decision would be the final and acceptable to all parties.
