1.0 AMENDMENTS TO THE OPERATING RULES
-
All proposed amendments to the Operating and Playing Rules shall be submitted, to the Board of Directors through League Secretary at least four (4) weeks prior to the Annual General Meeting or in a Special General Meeting, called for the purpose. Copies of all proposed amendments shall be circulated to each member Club Secretary by the League Secretary so as to reach them at least two (2) weeks prior to the meeting. Any approval will become effective immediately after the end of the meeting.

2.0 REGISTRATION
-
a) On or at the Semi-Annual General Meeting of the League, each Club Secretary shall submit a list of its players for registration which shall include full name, current address, telephone number, email address if available and date of birth. Any player may be asked by the Executive to provide documented proof of his date of birth. As well each member must complete a Cricket Alberta (CA) online Registration form before the start of the season or before playing their first game. (Refer to Cricket Online Registration Process)

b) All Junior players (refer section 3.0) must provide valid identification to the League Executive for verification of their birth dates prior to the commencement of the current cricket season. Proper documentation will consist of a birth certificate, passport, driver’s license or Alberta Personal Health card.

2.1 New members who wish to join the League after the Semi-Annual General meeting are subject to 2.0 (a) and (b). Their registration must be in writing and of junior players, proper documentation must be presented to the League Secretary, prior to their first game.
-
2.2 No player shall be registered with more than one club at one time. If a player decided to register with a club other than the one he is registered in the immediate preceding cricket season, his new club must register the player with the League Secretary.

a) The player’s status remains unchanged until his new club provides a Cricket Alberta Transfer Form as stated, to the League Secretary.
-
b) A player must be registered with an EDCL team by August 1st of the playing season and must play a minimum of 3 games with the respective team in order to be eligible to play in the Play-offs, Howe Cup, Six-A-Side and any other competition after August 1st.
-
c) A player aged 50 and over, can only represent the club he is registered with, in Playoffs, Howe Cup and Six-A-Side competition.

2.3 PENALTIES
-
Violations of Clauses 2.0 , 2.1 and 2.2 shall result in the following:
-
a) The player(s) was (were) ineligible to play.
-
b) A fine of $ 100.00 against the club for each ineligible player.
-
c) Automatic suspension of the ineligible player(s) for the next scheduled game with the team he is registered with and which shall not include an abandoned game.
-
d) Forfeiture of match points and statistics gained by the team and its players for that game(s).
-
e) The match shall be included in the League season standings.
-
f) A second violation shall result in the suspension of the team and player(s) for the balance of the season. These players will become ineligible to transfer to other clubs or to be considered for representative cricket.

2.5 JUNIOR GUEST PLAYERS

3.0 JUNIORS
-
Encouraging and developing Junior Players is a primary objective of all levels of Cricket Administration within Canada.
-
a) A player is classified as a Junior only if he is under 19 years of age, on January 1st of the current cricket season.
-
4.0 RULES OF THE GAME
-
All league games shall be played in accordance with Cricket Alberta Playing and International Cricket Council (ICC) Laws of Cricket. No match shall commence if either or both teams have less than seven players present up to 30 minutes after the scheduled start of the game. If one team has less than 7 players present, it shall forfeit the match. The non-defaulting team shall receive 6 points.

4.1. Standings
-
a. Teams shall be allocated 6 points for a win, 3 points for a tie, and 0 points for a loss.
-
b. The sum of a team’s points earned, less any penalties applied, shall represent a teams Total Points. (refer to 2.3)
-
c. The Total Points shall be divided by the number of completed matches, to calculate Points Per Game (PPG). Matches abandoned before the start of play, or after the start of play without a result being achieved, should not count in this calculation.
-
d. Teams shall be ranked according to their PPG calculated in 4.1(c)
-
e. Where two or more teams are equal at the end of the regular season, the team who won the most matches played between those teams will be ranked higher. Where teams are still equal, Net Run Rate will be used.
-
f. Where a team has been suspended from the League, all matches played by that teams shall be voided. These matches shall all be classed as abandoned for the calculation of PPG.
-
5.0 DIVISIONAL PLAYING RULES
-
All clubs/teams in each of the two divisions now called Premier Division and First Division will comply with the Bylaws, Operating Rules of the League and Cricket Alberta Playing Rules.
-
6.0 REGISTRATION OF CLUBS / TEAMS
-
a) Subject to the normal procedure for membership as specified in the Bylaws (4.1), Any club registering 2 teams in any one division must before the start of the season declare 2 teams of 11 best players each. These players will be restricted to play only on the team to which they were named. The list is subject to the approval of the executive. The executive reserves the right to make changes to the list throughout the season. All other registered members of the club will be allowed to play for either team.

b) If rule 6 (a) applies to any club, the statistician is required to schedule the set number of games between these teams to be played at the start of the season.
-
c) New clubs gaining admission into the League in their first year of competition will be permitted to enter only one team. That team shall be placed in the lower division.
-
7.0 PROMOTION AND DEMOTION OF TEAMS
-
The divisional champions in each division shall be decided by playoff games. See Cricket Alberta playing rules for Playoff format. The winner team from First Division would be promoted to Premier Division (subject to 6(a)). The team with the lowest average/ points in the Premier Division would be demoted to First Division.

8.0 RESTRICTED PLAYERS
-
a) Before the commencement of a season, clubs fielding two teams in separate division shall submit the names of seven (7) of their active and best players to the League Executive for approval as their club’s list of players who will be restricted to playing for one team only.
-
b) The Executive shall either approve the lists as submitted or make changes as it deems appropriate, and then post the names of restricted players before the season starts.
-
c) The Statistician will report to the Executive about the number of games played by restricted players prior to July 15th or at the request of the Executive. The Executive reserve the right to amend restricted lists anytime during the season.
-
9.0 TROPHIES AND AWARDS
-
The various trophies and awards are for the best performance in various competitions, by teams and or individuals, sponsored by any individual/s and or approved by the Board of Directors as follows:
-
a) DIVISION CHAMPIONS TROPHY
-
The Division Champions shall be decided as specified in Clause 7.0
-
b) BEST BATSMAN
-
A batsman shall be eligible for this award only if he has batted in at least 6 innings with one team only and amassed a minimum of 200 runs with one team only. The winner shall be the batsman with the highest average.
-
c) BEST BATTING AGGREGATE
-
This award is given to the batsman with the highest total number of runs.
-
d) BEST BOWLER
-
A bowler must have taken a minimum of 15 wickets with one team only to be eligible for this award. The bowler with the lowest average (runs per wicket taken) will be declared the winner.
-
e) MOST WICKETS TAKEN (By a Bowler)
-
A bowler must have taken a minimum of 15 wickets with one team only to be eligible for this award.
-
f) MOST RUNS SCORED (Per wicket lost by a Team)
-
This is a team award for the team with the highest average per wicket lost being the winner.
-
g) MOST CATCHES TAKEN (By a Player excluding Wicketkeepers)
-
h) The Executive have the right to add / delete any category as they see fit.
-
10.0 HOWE CUP (Knockout) COMPETITION
-
The winner of the Howe Cup shall be determined by a single knockout tournament with all the League teams that are in good standings being eligible to compete. The League Executive shall conduct a random draw in the presence of at least one independent person to determine the opponents for each game for the first round. The Champions shall be decided on the basis of the Howe Cup Playing Rules which are appended to the T20 Playing Rules.

11.0 PROVINCIAL CHAMPIONSHIP
-
a) The Champions of the Premier Division or the first place team, if there is no divisional play, shall be eligible to represent the E&DCL in the Provincial Championship on a date, time and location fixed by the Cricket Alberta.
-
b) If the League winner is unable to represent the E&DCL in this competition, the privilege shall be extended to the runners-up in the Premier Division, if there is divisional play.
-
12.0 INTER-CITY COMPETITION
-
a) The teams for Inter-city and other representative games under the League and/or Cricket Alberta will be selected from amongst all registered players, subject to clause 2.4, in good standing.
-
b) The League shall be responsible for providing lunch and tea during Inter-city and representative games played in Edmonton, unless other arrangements are made with the Cricket Alberta.
-
NOTE: Unusual situations arising with respect to any of the above items are subject to review and will be resolved by the League Executive Committee.
-
13.0 TRANSFER OF PLAYERS
-
Refer to Cricket Alberta Playing Rules.
-
14.0 STATISTICS
-
a) Before the commencement of each season, the League Secretary shall provide a list of each team’s registered players to the League Statistician. The Secretary shall continue to submit the names of subsequent registrants to the Statistician.
-
b) Score books shall be kept by each of the competing teams throughout the season. It is the duty of the Captain of winning team, or in case of a tie, Captains of both teams, to ensure that properly completed official statistical sheets for each game are given to the Statistician/League Secretary by soft or hard copy, not later than the FRIDAY following each game. Also, this information must be entered into the online Statistic program no later than midnight Wednesday following the game. Failing to do so, can result in lost of points and/or fines. During the course of the season, the Statistician shall publish monthly statistics to up-date the standings of teams and players. At the conclusion of the season, the Statistician shall submit his report with a summary of relevant statistics to League Secretary, for publication of final standings of teams, in both divisions.

c) Each official Statistic sheet must be signed by both the Captains and the Umpires. The sheet must contain the names of players who were declared to play and as they appear on the club’s registration lists.
-
d) The League Secretary shall not accept game statistic sheets that are incomplete, lacking the signature(s), or do not contain the names of players as they appear on a club’s registration list.
-
e) A team submitting incomplete game statistic sheet and not entering the information online may be liable to exclusion from League statistic and forfeiture of points gained from game to which sheet applies.
-
f) A fine of $ 50.00 will be levied against a team each time it fails to submit a statistic sheet by the FRIDAY following the day that the game was played.
-
g) The League Secretary shall verify upon inquiry of unregistered player(s) whose name appears on the statistic sheet for a game. The playing of unregistered or ineligible players shall result on forfeiture of match points by the team which violates this rule. The effected team can appeal within 2 weeks. The statistics for such a player shall not count towards individual or team averages.

15.0 FIXTURES
-
The preparation of a schedule of game fixtures for a season is the responsibility of the Fixtures Secretary. He shall submit a tentative schedule of all games for all teams, including tournaments organized by Cricket Alberta and the League, by the third week of April, each year to the members for approval.

a) All clubs must receive a complete list of approved fixtures at least one (1) week before the season starts.
-
b) The clubs must submit requests for days off by the League’s Semi-Annual General meeting. The League Executive shall not accept any such request after that meeting. Multiple requests must indicate first choice, second choice, etc.
-
16.0 DEBTS AND FINES
-
a) During the year, the League Secretary shall give written notice via registered mail, email or in person to any team/individual indebted to the League to pay said debt/fine within two weeks of date of the mailing of the notice.
-
b) Failure to pay the debt/fine within the two weeks shall result in team/individual being prohibited from participating in further League play until such time as the debt is paid. Any game(s) missed by the prohibited team shall count in the determination of the League standing. That is, the prohibited team shall lose six (6) points and its opponents shall gain six (6) points.

17.0 SELECTION COMMITTEE
-
a) At the Annual General Meeting, the general membership shall elect three (3) persons, to form a Selection Committee. Only those individual who are fully qualified for the job with good standing and affiliated with member clubs that are in good standing with the League and present at the meeting, shall be eligible for the election.
-
b) This committee shall be charged with the responsibility of selecting up to a maximum of 15 players for the team to represent the E&DCL in representative games. The President or one of the Executives shall chair all Selection Committee meetings for the purpose of selecting these players for trial game if any, or representative game(s).
-
c) All three members of the Selection Committee must make sure to be present during the League matches to see the performance of prospective players. They must keep in mind the overall performance, the fitness and availability of the players for the game they are being selected, without any prejudice, personal choice or biased decision.
-
d) Only the Executive Committee shall be charged with the responsibility of appointing an individual as Manager/Coach of the representative team. The Selection Committee shall give the list of selected players to the Executive Committee at least ten (10) days prior to each representative game, so that Executive Committee can post the team and the Manager.
-
e) From the list of selected players, the Executive Committee with consultation of Manager/Coach shall select the Captain. The final team will be selected by the Manager/Coach with the help and consultation of team Captain and approved by the Executives.

18.0 DISSOLUTION OF CLUBS/TEAMS
-
a) Any team defaulting four (4) regular games in a single season shall be considered to have disbanded and withdrawn from the League. The game (s) against a team that disbands in the course of the playing season shall not be included in the determination of the final standings of the teams remaining in the League.
-
b) Under such condition, the club shall no longer be a member of the League for the balance of the year. Should this club apply for membership in the future, the application shall be considered as a new application as per Clause 6.0
-
19.0 DUTIES OF TEAMS/ CLUBS
-
19.1 It is the duty of the teams in a match:
-
a) Home Team to prepare the field of play by game time.
-
b) Away Team to provide suitable refreshments for players of both teams and the officials, at each venue.
-
19.2 It is the duty of all Teams/Clubs:
-
a) To ensure the security of the League’s property at all times.
-
b) To keep the buildings and the area clean and tidy at Victoria Park, Millwoods Cricket Ground, St. Albert Cricket Ground and all venues, owned, leased or used by the League, at present or in future.
-
c) To note that the two teams playing the final game of the season shall be responsible for storing all League equipment in the area specified by Parks and Recreation. Failure to do so shall render both teams liable for payment of any expenses incurred in the movement of the equipment for storage.
-
d) To prevent their members from drinking liquor and littering on the cricket grounds and make sure that there would be no fun party at all the premises and venues.
-
20.0 DISCIPLINARY COMMITTEE
-
The Disciplinary Committee shall consist of five (5) individuals in good standing and duly registered with member clubs with in the League. They shall be elected by the General Members at the annual General Meeting of the League, refer Bylaws 7 and 11. The Committee is charged with the responsibility of dealing with all matters of discipline in the League. A quorum of the committee shall be three (3) in order to conduct its business.

20.1 The Committee shall decide on a Chairperson and an alternate for the purpose of administration by May 1st of each year. All members of the committee shall be contacted to attend disciplinary hearing at a time and place generally acceptable by disciplinary committee members and other involved parties.
-
20.2 In the case of a member club or an individual member of a registered club being involved in an incident prejudicial to spirit and interest of cricket, any person may submit a written report to the League Secretary within fifteen (15) days of the alleged incident. The Secretary shall submit this report directly to the Disciplinary Committee within (3) days of receiving the written report.
-
20.3 A decision on the matter must be made by the Committee within fifteen (15) days of its receiving the written report from the League Secretary and after the Committee holds a hearing to which all involved parties shall have been invited.
-
a) The decision of the Committee must be submitted, in writing, to the League Secretary within five (5) days of the decision.
-
b) The League Secretary must inform all club secretaries, in writing or by email, of the decision of the Committee on a disciplinary matter within seven (7) days of such a decision having been handed down.
-
20.4 The Disciplinary Committee may extend the time limits in paragraphs 20.3(a), 20.3(b), 20.5(b) and 20.6, due to extenuating circumstances.
-
20.5 Decisions of the Disciplinary Committee may be appealed in writing, to the Executive of the League within ten (10) days of the date of receiving notice of the Committee’s decision. The appellant must state the grounds of the appeal which must be clearly and concisely written, preferably in point form.
-
a) Pending the outcome of such an appeal, the member (s) shall remain in good standing in the League.
-
b) The Executive shall convene a hearing within fifteen (10) days of a written notice of appeal, having been received by the League Secretary, and after such notice has been communicated to the other Executive members. All involved parties shall be invited to the hearing of the appeal.
-
20.6 The decision of the Executive shall be communicated by email or in writing, to the involved parties and to all club secretaries, within seven (7) days of the hearing.
-
20.7 The final recourse of an appeal of an Executive decision shall be at the level of the Cricket Alberta.
-
20.8 Any member (individual/club) found guilty of prejudicial conduct shall not be eligible for selection to any League or Provincial representative games during that season and the following season.
-
21.0 NET PRACTICE
-
a) Practice by Clubs shall be restricted to the practice nets assigned as per schedule. Clubs shall refrain from practicing on the central wicket or any ground, unless permitted to do so by the member clubs in a general meeting.
-
b) Sight screens and the buildings shall not be used as backstops for practice.
-
c) Players are expected to avoid creating unnecessary hazards for spectators while practicing.
-
22.0 USE OF CRICKET GROUNDS/ CLUB BUILDINGS
-
a) No one is permitted to play soccer or any sport other than cricket on any of the cricket grounds. Violation shall lead to disciplinary action against violator (s).
-
b) The use of all the Club buildings, under the control of the League, would be for the games or practice only by all member clubs during the regular season. Off season use would be for the meetings by the League Executive, only. The member clubs would be required to have special permission from the League executive to have an off season club’s executive meeting and would be responsible for its security, tidiness and cleaning, refer clauses 19.2 (a),(b) & (d).

c) The City Bylaws prohibit the use of parks and playgrounds at the beginning of the spring season. This must be followed by all members. No one is allowed to use these playgrounds even for practice, before the permitted date by the City. Violation of this law would result disqualification with a permanent ban on use of these grounds, and a heavy fine to be decided by the EDCL executive.

23.0 CODE OF CONDUCT
-
1. The Captain shall at all times, be responsible for ensuring that play is conducted within the spirit of the game as well as within the International Cricket Council (ICC) Laws of Cricket and other rules that have been agreed upon.
-
2. Players and Team Officials shall not, at any time engage in conduct that is unbecoming and that could bring them or the game into disrepute.
-
3. Players and Team officials must, at all time, accept the umpire’s decision. Players must not show dissent at an umpire’s decision.
-
4. Players and Team officials shall not intimidate or assault nor attempt to intimidate or assault an Umpire, another player/Team Official or a spectator.
-
5. Players and Team Officials shall not use crude or abusive language nor make offensive gestures.
-
6. Players and Team Officials shall be properly attired both on and off the field of play and in this regard shall comply with the direction of the League.
-
7. Players and Team officials shall neither use nor, in any way be involved in the distribution of performance enhancing or illegal substances (drugs).
-
8. Players and Team Officials shall not disclose or comment upon any alleged breach of the Code or upon any hearing, report or decision arising from such breach.
-
9. Players and Team Officials shall not make any pronouncement or media comment which is detrimental to the game in general, or to a particular tour in which they are involved, or about any tour between other countries which may be taking place, or to relations between the Boards of the competing teams.

24.0 BREACH OF THE CODE
-
The rules stipulated above are intended to serve as a Code for all players and officials of Edmonton and District Cricket League at all Canadian Cricket Association (CCA) sponsored National events as well as Cricket Alberta (ACA) sponsored events. Adherence to the Code is also expected from all individuals affiliated to the CCA. Failure to comply can lead to disciplinary action against the individual (s) involved. The details of any breach of this Code and the penalty imposed will be reported to the Cricket Alberta as well as the CCA.

25.0 PROCEDURE TO DEAL FOR A BREACH
-
Following would be the procedure for dealing with breaches of the code:
-
a) On the field violations.
-
b) Off the field violations.
-
Upon receipt of a written report of an alleged breach of the Code, the League Secretary shall follow the E&DCL Disciplinary Procedure.
-
26.0 DISCIPLINARY MEASURES
-
(Amended and adopted at SAGM on March 18, 2007. See as attached)
-
The disciplinary measures to be adopted for breaches of the Code to be as follows:
-
a) A reprimand by the disciplinary bodies.
-
b) A suspension ranging from a denial of participation in CC events and/or provincial events and/or League events or a combination thereof.
-
c) A probation by the disciplinary bodies, in addition to or as an alternative to any penalty be imposed, and shall specify a period of probation for the individual, not exceeding 2 years. Additional violations committed while on probation will be dealt with as separate breaches of the Code.
-
d) Any combination of the above measures.
-
27.0 APPEALS
-
An aggrieved member can utilize the appeal mechanism established by the E&DCL and the Cricket Alberta (CA).
-
28.0 MAINTENANCE OF REGISTER
-
The Chairman of the Disciplinary Committee shall maintain the record of its meetings and submit recommendations or report of its findings to the Executive and provide copies of the decisions to the Secretary of the League. The Secretary of the E&DCL shall maintain a Register in which shall be recorded particulars of all breaches of the Code and the decisions taken in respect thereof.

29.0 FINALITY OF DECISION
-
The E&DCL and CA appeal procedures establish the finality of decisions.
-
30.0 NOTES
-
a) The details of any breach of this Code at the local and/or provincial level and the penalty imposed should be reported to the CA and CC.
-
b) The CC honors suspensions from regions and where recommendation is made, the provincial association and local leagues are expected to honor the recommendation if made by the CC.
-
32.0 PLAY-OFF PLAYING RULES
-
The lowest ranked team in the regular season will always be the Home Team in Playoff.
